    The resolution that was announced to the public on Sunday was voted on and passed 390-0 with several not voting

    More than 380,000 children are in foster homes in the U.S., and Congresswoman Nancy Boyda wants to give those parents who help them special recognition.

    With the help of former foster child Kevin Surbaugh, Boyda announced her National Foster Parents Day resolution at the Topeka and Shawnee County Public Library. For 17 years, Surbaugh has worked to establish a formal day to honor families that provide homes for children in need. His foster parents say it was tough but rewarding experience.

    “It's not easy to be a foster parent, there are challenges. And we learned that we are something special even though we didn't think we were,” says Foster Parent Phyllis Oshe.

    In Kansas, the fourth Sunday in May is Foster Parents Day. Boyda's Nationwide Foster Parents Day plan will go to a vote tomorrow (4/23).
