H.R. 733: District of Columbia Budget Autonomy Act
To amend the District of Columbia Home Rule Act to eliminate all Federally-imposed mandates over the local budget process and financial management of the District of Columbia and the borrowing of money by the District of Columbia.

Under this bill, DC local funds would no longer be governed by the current appropriations ban on funding for abortion and the District of Columbia would very likely begin funding abortions. (Note: 37% of pregnancies in Washington already end in abortion, according to the Guttmacher Institute in 2000.)

The District relies on large subsidies from the federal government, including $365 million for FY07, so the distinction between federal and local monies is an issue of accounting rather than a clear wall of separation. In fact, any funds spent on abortion could put the District of Columbia in the position of requesting additional funds from the federal government to cover the programs that would have to be raided to pay for abortion.

Rep. Jim Jordan has an amendment pending on this bill that would permanently ban taxpayer funded abortions in the District of Columbia.
  • Pray that when the Oversight and Government Reform Committee resumes consideration of this bill that the Jordan Amendment passes.
